  1. Is lab duration and uptime hour same?

No, lab duration is the number of hours/days you need the lab environment to be alive, whereas lab uptime is the number of hours lab is active and in running state.

  1. How can we schedule start & stop VM for all users?

We have an option under task scheduler where you can choose to schedule what time you want VM to start or stop. You can fill in the date/time and time zone and save it. The VMs will start or stop at the given time.
